How do federal programs infringe on individual freedom according to Friedman?

In a nutshell Friedman believed that economies were people(fair enough) and are driven by dynamism. That is; the less hurtful the existence the less dynamic the economy. Hope that makes sense. Because he focuses on losses in terms of trade-offs, not in terms of net losses.
