Can Australian PM Kevin Michael Rudd ban nukes?

If there's enough environmentalists and hippies in Australia (which there is) then he might have a shot and banning them from Australia ONLY. Do you seriously think the US, China, Russia, Israel, and possibly Iran, are willing to ban theirs? Imagine a world where America DIDN'T have nuclear weapons. I can't either.
